Torture inquiry 'does not have credibility or transparency'

JUSTICE and nine other NGOs have written to the Detainee Inquiry criticising its protocol and terms of reference

The NGO letter was sent to the Detainee Inquiry on 3 August following publication of the Inquiry's protocol and terms of reference. It criticises the Inquiry's failure to comply with the requirements of Article 3 (prohibition of torture) of the European Convention on Human Rights. It goes on to state that the NGOs will not participate in the Inquiry if it proceeds on its current basis.
